Object or form
Determine a variable or set of variables called indicators that can predict future changes in a variable of interest

Rules
1. Indicators must be relevant to the variable of interest.
2. Indicators must be measurable.
3. Indicators must have a verified or hypothesized causal effect on the future value of the variable of interest.
4. Indicators must be ordered by effect size to find the leader or leaders.
5. All potential indicators of consequence should be determined.

Moves
1. Identify variable or interest, also called the independent variable.
2. Add a potential indicator variable.
3. Explain causal mechanism between indicator and interest variable.
4. Revise indicator values and reasons.
5. Order the indicators by effect size.
6. Verify order by data, testing, or other means.
